The Taitung Management Office of the Irrigation Agency implemented the "Guanshan Dongming Open Drainage Mainline 2 Supply Irrigation System Improvement Engineering Project" to address local issues including a lack of irrigation facilities, a dark and hidden environment, water eutrophication, native species habitat destruction and indigenous cultural heritage, through inter-disciplinary cooperation, natural solutions and project carbon reduction. This engineering project was favored by the selection committee and won the Public Construction Quality Award-the Supreme Quality Award. It was affirmed as promoting the sustainable development of local agriculture, enriching ecological resources and optimizing the living environment.
The success of this project not only brought substantial improvements to local farmers, it also provided a feasible and successful model for the whole of Taiwan to promote the coexistence of mankind and nature. It turned the local area into a diverse and friendly space with irrigation, ecological, cultural and leisure related functions, transforming it from a dark wasteland into a prosperous oasis, with the Degao area of Guanshan Township, Taitung County becoming green and full of vitality.
